MGA HALIGI AT POSTE NG PCSO



Chairman Serge Valencia, G.M. Rosario C. Uriarte, Board members Manoling Morato, Gabby Claudio,Teresita Gonzales at Victor Domingo – sila ang mga galulang ng PCSO family.

Sa hanay ng opisyales at rank-and-file mga pangalan at personalidad na makikilala dahil sa kanilang ‘quality service at dedication’ ay sina Tita Flory, ‘Iron Man’ Jack Sainz, Roger C. Ramirez, ‘workaholic’ Kaka Romy Quinones, Baby Manalad, Jasper Espino, Dr. Larry Cedro, Ka Floring, Joe Malang, Joel Pastores, Benny Aguas, Ka Pepe Magsumbol at marami pang iba.

Si Flory Rosal ay ang lumikha at nagcompose ng PCSO Corporate Hymn. Nagavail siya ng Early Retirement Plan, ngunit ngayon, isa siyang Confidantial Agent (CA) ng ahensiya na tumutulong sa PCSO Music Ministry. Isa siyang ganap na composer, soprano at isang manunulat.

Si Sir Roger C. Ramirez ay ang Hepe ng Administrative Department, ang pinakamalaking departamento at may pinakamaraming empleyado sa PCSO. Isang batang batang official with very positive outlook sa buhay itong si Roger kahit dumaan sa maraming pagsubok sa buhay. Under his turf, marami siyang nagawang mga paraan upang makinabang ang higit na 2,000 libong kawani ng ahensiya, sa pamamagitan ng mga seminar at workshops upang maiakkyat ang anta sang kakayahan ng mga kawani. Siya ang naghain ng ibat’t ibang spiritual na pangangailangan ng mga paraan mabigyan kahulugan ang wastong pagingat sa pangangatawan sa pamamagitan ng fitness seminars, sports at recreation activities. Ang tamang bitamina at nutrition ng pangangatawan ay isa rin sa pangunahin concern ni Roger. Siya ay isang ganap na ‘action man’ na pinagkakatiwalaan ng management.

Jack Sainz. Tinagurian ‘Iron Man’ dahil sa kanyang lakas na pisikal at bulto ng katawan na talagang larawan ng lakas. Siya ay pinakamahusay na welder at pabricator ng PCSO. Kaya niyang magasembol at gumawa ng barbells, gym benches at ibat’ ibang equipment sa palakasan. Isa rin siyang dalubhasa sa Martial Arts . Nguni’t sa kabila ng kahusayan niya sa steel fabrication, mayroon siyang ginintuang pusong matulungin at mapagkumbaba. Naniniwala siyang ang anking lakas at talino ay dapat lamang gamitan sa pagtulong sa kapwa.

Si Kaka Quinones ay isang professor din ng law at political science. Eccentric, ngunit super friendly, isa siyang dalubhasa sa negosasyon at isang matabil na mananalita. Isa siyang manager na may pusong tumulong sa mga kapos palad at naagrabyado. Kadalasay siya ang takbuhan ng mga kawani upang idulog ang kanilang suliranin at humingi ng payo ni Kaka. Siya ay magaling na researcher na kinikilingan ng management. Kaka ‘Magtangol’ ang dapat na ibansag sa kanya bilang pagiging matulungin at pagshe share ng kanyang mahalagan panahon sa mga nangangailangan. Siya ang Manager ng Special Projects Department.

Jasper Espino, mataan, makisig,magalang,matulungin, isa siyang computer expert at senior official sa Management Information Service ng PCSO at isang Sport aficionado ng Basketball. Ganap na isang dedicated at wholesome na kawani itong si Jasper na anak ni Ka Amading Espino, isa rin pinagpipitagan official ng PCSO sa Administrative Department ni Mr. Ramirez. Itong six footer na si Jasper ay di katakatakang maging future Manager dito sa PCSO.

Dr. Larry ang bansag dito kay Dr. Cedro, Assistant Manager ng Free Medical Clinic Department, Dental Sector. Isa siyang dalubhasang dentista. Isa siya sa CESO holders ditto sa PCSO, at complete gentleman. Isa siyang pinagmamalaking medical practitioner ng ahensiya. Kaya naman, dahil sa objectivity at kahusayang magbigay ng advices si Doc Larry ay isa sa maraming committee na pinagsisilbihan, kahit na sangkatutak and trabaho, wala siyang complain, whatsoever. Gentleman, professional, at isang role model itong si Doc Larry.

Ipa ‘edit’ kay Ka Floring Ramos, nasa 70s na ang edad nguni’t ‘kumakasa’ pa at very much alive and kicking itong tinitingalang tatay at haligi ng PCSO na batikan rin manunulat. Isa sa kanan kamay ni RR(Ramirez), si Ka Floring ay pununong puno na buhay sigla at sense of humor. Kadalasan sa inyong pakikisosyalan over red wine at barrels of beer, magugulat ka sa mga jokes ni Ka Flor. Isa ring siyang ‘walking dictionary’ na ang mga payo ay kinagigiliwan ng kanyang mga kakosa at katomahan. Noong kanyang kalakasan, kaya niyang ubusin ang isang bote ng Fundador na walang katulong. Malakas din sa beer, at habang nagkakasayahan, kaayaaya ang kanyang binibigkas na pananalita na nagtataglay ng tula, sanaysay at kuwentong bihira na natin marinig sa mga taong nasa kankayang edad. Mithiin niya ang panumbalik na Sweepstakes Today sa pangunguna ng inyong habang lingkod.

Joe Malang or Atty. Malang, Manager ng Internal Audit Department ay isang ganap na ‘Scholar’. Isa siyang estudyante ng Instituto Cervantes na nasa Advance Level ng Spanish Language Course. Conversant siya sa espanol at magaling rin magsalita,magsulat at magdiscurso sa Ingles, madalas rin siyang mahalal na spokesman ng seminar –workshops sa PCSO AT ibang mga organisasyon. Siya ay matuturing na isang ‘Fitness Guru’ sa ahensiya, at kahangahanga ang kaniyang legacy ng pagconvert ng bodega sa Internal Audit upang empower ang mga empleyado dito sa kanyang 64 square meter na gymnasium na kinagigiliwan di lang ng Internal Audit Department employees kundi lahat ng nagnanais papawis at palakasin ang pangangatawan. Sa gym na ito may cardio machines, punching bag at free weights. Friday nights are Friday club for the boys where Malang and his boys unwind. Arriba tu, Malang!

Itong si Joel Pastores naman ay isang komidiante. Ang talent niyang magpatawa without trying too hard is his asset aside from being one of the PCSO Lotto anchorman. An gab ilidad niyang gumawa ng spoof sa isang panandaling panahon ay kahangahanga! Imposibleng magkaroon ng kagalit itong taong ito sapagkat napaka friendly, magalang at matulungin. Sa ngayoon isa siya sa Social Worker na naka detail sa Office of the General Manager. Dahil sa kagalingan niyang magpatawa at magsalita madalas siyang maghost at magemcee sa mga iba ibang events sa PCSO.

Kung and suliranin ng PCSO ay ang mga justifications hinggil sa mga biyaya, si Manager Benny Aguas ka magtunggo! Si Benny Abuas ay ang Manager ng Accounting and Budget Department. Isang fitness buff, makikitang nag jo-jogging siya tuwing umaga sa paligid ng PCSO premises ditto sa Q.I. aroung 6:00 a.m. Siya lang ang masipag na gumagawa ng ehersisyong ito.

Ang presidente nitong Sweepstakes Employees Union or SEU as si Jose Ka Pepe Magsumbol. Ang pangunahin misyon niya ay mabigay ng management sa lahat ng kawani ang mga bonus at biyaya t pribelehyo ayon sa batas. Marami na dsring ipinaglaban sya at napakinabangan ang mga kawani ng PCSO.

Sa larangan ng palakasan di makakalimutan ang mga pangalan – Rolan Kapunan, veteran golfer at bowler; Betsy Paruginog, Hermie Villanueva, Diday Abasolo.

Sa larangan ng Basketball ay nangunguna sina – Jeff Magsumbol, Nandy Reyes, Justin Santos, Raymond Reyes, Mon Cecillo, Tedy Balauag, Dindo Miranda, Nep Gigante, Michael Fernando at marami pang iba. Di na maglalaho ang mga nagawang contribution nitong mga atletang ito at personalidad na nabanggit, sila and bumubuo ng mahalagang eksenang naganap upang ang PCSO ay maging isang matatag na institusyon sa ating lipunan.

They left their prints, brother

Nelson Millar, Fortunato Tirona, Francis Silva, Cris Ramirez; foregone athletes of
Yesteryears who had bid adieu to this world, leaving a trial of years of legacy for their successors to emulate.

Their departure, suddenly, in most cases, took everyone by surprise. I started coaching judo in the mid 80s. In 1991, Judo for the Visually-Handicapped came into a reality. But my volunteer tasks were not limited to the blind athletes only. It was fun and extremely gratifying to get involved with the wheelchair athletes – basketball, racing, etc. The Philippines, despite meager allowances put their best performance to secure a respectable finish in the Far East Asia Pacific Games, or FESPIC, the Paralympics Games and the South East Asian competitions.

Except for a a few names, we could hardly show some truly remarkable performances, all because of funding resource availability.

The state of affairs in running the athletes with various disabilities are a way off from our Asean counterparts which subsidize training and continue to make attractive incentives for their athletes who continue to bring home medals and give honors to their country.

Such generous and wide funding latitude from government and the private sectors, give the basic considerations and reasons why foreign athletes have eclipsed our own performance level.

For all its worth, gallant figures, rich and mundane, grace the pages of Philippines broad sheets and tabloids, in their desire to emulate foreign counterparts – for whatever it takes, which mostly come from sheer exhilaration of competition.

The physically-challenged athletes and individuals amongst us continue to give inspirations to us, ironically, the physically gifted individuals who quite often refuse to recognize our own roles and responsibilities toward these handicapped brothers.

They left their marks, brother

Nelson Millar, the veteran and indefatigable blind judoka fighting machine is dead, relenting to the onslaught of a mysterious and malignant ailment.

In his mid 30’s when death overtook him, Millar leaves a record by helping in the uphill propagation of judo for the blind in the Philippines, as one of the 1st batch of judokas in 1991; he was one of the four judokas who competed in Tokyo in ’91,World Judo Invitational for blind athletes. The records bear out their sacrifices and efforts all through these years, where he last competed in PARA Games, Manila in 2005, where he won the silver medal.

I was their coach, father image, friend, consultant rolled into one for all these years, till my both knee implant operation compelled me to photography and advisory role.

Nelson could have been a son to me. I remember him as an excellent judoka, who, despite his handicaps sustained an enduring love for judo.

He stubbornly fought for his ideas often at the expense of antagonizing colleagues and Phil. Sports Commission officials who fail to reach out to the physically-challenged athletes’ basic needs. He had the guts to express his resentment and relentlessly pursued his career in judo as enthusiastically as he plotted the career path in government service, rising to supervisory level at National Blind Rehabilitation Center (NBRC), a government institution.

Inside the tatami, Nelson enjoyed utilizing his favorite throws, the Tsurikomi Goshi and the Osotogari combinations, a hip and leg throwing techniques against bigger or smaller opponents; in his prime, he can hold his own even against sighted judo players in the dojo.

I could still make out his laughter, his polite gesture, his warm smiles which could turn into somber mood when he spots uncalled for behavior from colleagues.

Despite his flaws, he was a gentleman, friend, a true judoka, a kind, helpful and caring man, who together with Fred Dulay, Ruben Estoque, Aris Carbonel and others who carved an unforgettable legacy in the history of judo for the blind in the country – they are the exponents of a hardy sport which only enormous amount of love for judo can contain.

I am not sure how to handle this remorse of failing to visit him in his last moments.

I salute your spirit as you do the last rounds of dojo visits before your final trip beyond!

Baylon’s Heir Apparent
His name is Gilbert Ramirez. If there is anybody in the roster of national judo training pool that intrigues, RP’s judo exponent, John Baylon, he would pick
Gilbert Ramirez, a youth in his early twenties, his partner in most of his daily workouts and a never-say-die judoka.

Gilbert could match the stamina and the firepower of 7th Dan, Red and White belter, John Baylon and 9time SEA Games medalist. Ramirez has two gold’s, but failed in his third bid to capture gold in last SEA Games in Thailand this year, due to severe leg injury he sustained during training in Japan earlier.

The injury raised some questions on the merits of hard training abroad when competitions are to close for comfort. The humbling defeat in Thailand was indeed a big blow to the team’s morale, since a lot was expected of Ramirez.

Tall and muscular as Baylon, Ramirez is country’s next best judoka after Baylon, whose superb record is a legendary.

Senales, the De La Sale champ and highly-touted member of the national team managed to land the Bronze finish, while the rest of lady judokas romped off with minor awards to stave off disaster in the hands of their Thai and Vietnamese counterparts.

The unfortunate injury had its telling effect on Ramirez’ SEA Games Thailand performance, which had negated all the gains attributed to his hard work, perseverance and focus to be the Baylon successor in the future.

Rillo’s Judo Legacy



If there is a judo athlete who’s winning SEA Games streak of gold extends to nine consecutive run, it is John Baylon. If there is an instructor whose judo career exemplifies 51 years of dedication, it is 81 year old Sensei Joe Rillo.

He is the oldest judo instructor in the Philippines today and the head of University of the East Varsity Judo Team.

In his 51 years in the practice and teaching of Judo,Rillo had seen the tide of changes in the leadership of the Philippine Amateur Judo Association. He feels that the Philippine Sports Commission, with its shoe string budget is doing a disservice to judo.

“Walang kapalit na maasahan ang mga 1st stringers na judoka.” He says that the Golden Era of the sports o judo was during the stewardship of Co. Jose Lukban as PAJA prexy. He could impose discipline and eliminate petty squabbles to nil.

During my time there were only three weight categories - Light, Middle and Heavy Weight. Point system of Wasari(half point) and Ipon(full point) decides the outcome of the match, Joe Rillo recounts. “Kung mas malaki ang katapat mo, bahala ka ng gumawa ng paraan matalo siya.” Joe said emphatically.

His favored pupils were the Nicha brothers of RMC Judo Club, which he was a co-founder. He recalls Edu Manzano whose strength from playing soccer gave competitors a tough time. Raymond Velayo from De La Salle Judo Club as Edu was also an excellent judo athlete.

Sensei Rillo is proud to have trained scores of judo athletes, many of whom had become champions. He is thankful and grateful for his long life, and judo teaching career.

Amidst the galloping requirements of burgeoning lists of PCSO clients numbering six hundred at any given day, PCSO management frets over the geometric expansion with caution.

The introduction of Text Promo for non-winning lotto tickets over a period of time and the 6/49 high-tiered game prize have increased funds to meet the cost of subsidizing the needs of the marginalized sector significantly.

Yet, it appears that non-insurance bearing indigent patients continue to knock on PCSO doors for measly monthly maintenance cost of even P 500 for pain relievers and blood pressure (BP) inhibitors.

The pending ‘Cheaper Medicine’ Bill, which frantically need the enactment for welfare benefits of all concerned, is the center stage of many other concerns. For years, the multi-national drug companies have dictated the terms and conditions, amassing huge profits at the expense of those who can hardly afford the cost of keeping alive and healthy.

Majority of Filipinos today, still do not have appropriate health insurance policies to protect themselves from the vicissitude of health related problems, that plague the income mechanisms of the average Filipinos today.

Cheaper Medicine Bill may be one act for the good of the indigent and poor sectors of our society who continue to dig deeper in their pockets during health crisis.

Rotary Club Araneta expands Mercy Missions

Barely two years old, Rotary Club of Araneta managed to extend the international Rotarian tradition of service to humanity based on the four test of truth of its organization.

Sometime in 2007, Rotary Club of Araneta, under the urgings one of its members, Danilo A. Santos an employee of PCSO, focused on PCSO’s Center for Health Improvement Life Development a half-way home for some one hundred cancer-afflicted children who come from different parts of the country. President Deo Oxales of Rotary Club of Araneta, unanimously supported by its members started a feeding program for the C.H.I.L.D. beneficiaries, including its guardians late in 2007.

This was followed by a series of feeding program and the year’s culmination Rotary activity was the Rotary Club of Araneta Gift-Giving Christmas party for the C.H.I.L.D. patients, as its year ender. The Rotary Club Araneta came in full force other officials from other Rotary Clubs in Metro Manila who collectively brought food, goodies, toys and sorties to enliven the morning which brought happiness to the sick patients.

It was a heart – warming sight and to witness the sparkle in the eyes of these cancer patients and guardians was a rare opportunity for one to empathize with the sick, even for a temporary moment. However to be confronted with various cancerous deformities in patient’s being bring an unexplained sadness and desire to touch the lines of these poor children.

The memorable event lasted till almost one o’clock in the afternoon, whereby food, toys, goodies were given to patients, which including a sprinkling of few adult patients. The Rotarians who feted these beneficiaries where likewise blessed with gratification of sharing, loving and caring for the less fortunate; surely Rotary Club Araneta has notched a glorious moment that will live on.
